No, for every function there should be a dress mentioned and this is his graduation day and definitely the graduation day dress is different from the cocktail dress.and if you want that people will laugh on your boy friend then that cocktail dress is best option for him in his graduation day

it should be ok for the banquet. wear it with some cute heels and sheer black or even **** pantyhose and you will look great!
You should wear a different dress during the graduation though!
