Maybe to business party but not a cocktail party.

Unless it’s a wedding dress I see nothing wrong with it. As a fashion statement it’s definitely not common, but I’d imagine she’ll draw quite a few eyes her way. If she’s single, it may be that the train will serve to draw the eye, but the sensation will be what’s inside the dress. Seems like a very clever (and probably successful) bait and switch maneuver to me.
