Ask her doctor to make sure she does not have some kind of allergy to sunscreen or clorine.

They could be sun spots. I was exposed to way too much sun and was unprotected. Now in the summertime I get light brown spots on my face and they seem to go away in the winter. Keep sunscreen on her and make sure that a doctor looks at them if they seem to be weird shaped or a strange color. They keep watch of mine for skin cancer. I have had a couple removed but both were negative. Nothing to worry about if you keep a close eye on them.
