    Yes.

    Whatever nation or state you are currently in are the laws you have to abide by unless you are an ambassador or figure head and have diplomatic immunity (which I’m assuming you don’t).

    Fox example if you visited Amsterdam in the Netherlands you could smoke marijuana legally.

    When in port, you go by the laws of that nation.

    Onboard, most ships have a drinking age of 21. Cunard has a drinking age of 18.
