I would wear the black dress w/ strappy heals. I would buy this though. You are 16 and should start getting use to having clothing for formal events.
Buy yourself a nice black cocktail dress and some matching shoes. That way, the next time something comes up, you won’t have to worry about what you are wearing.

Either of the black dresses would be fine with black strappy shoes. Payless is great to get shoes at for cheap.
As for the second part of evening (reception), if the inside envelope of the invitation had your name on it, then you are invited to the reception.

Get yourself a nice black dress with a nice pair of heels. You will always get use of a black dress and heels.

The wedding is an afternoon wedding, so the summer dress would be fine. You would wear a black dress for an evening wedding as they are more formal. Otherwise, black isn’t recommended for weddings, and never wear white, that is reserved for the bride! Get yourself some nice strappy heals and you’re set.
I have never seen someone invited to a wedding and not the reception (cocktails and dinner), too. I’m sure you are, but check the invitation and make sure your name was listed.

yes a summer dress knee length is very good for an afternoon wedding. If you feel the dresses are too casual, go shopping and see if you can get a dress. There are big sales now. Because of your age I would recommend forever21.com, and hm.com (which is H&M clothing store) and nordstroms.com, chadwicksofboston.com. and dillards.com. Yes you can go to the 2nd part of the evening, but you will not drink alcohol. I am sure they have non-alcoholic drinks there too.
